A new account has to earn its data first
When you create a campaign, Google almost always recommends automated bidding. That is right for an established account and a trap for a new one. Automated bidding decides what a click is worth based on past conversions. An account without history has no such basis, so it bids cautiously, loses the auctions, and never collects the very data it would need.
The result looks like a technical fault but is not one: ads are approved, the budget is there, the account reports no errors, and still almost nothing happens. Raising the budget in that situation changes nothing, because the budget is not the constraint – the bid is.
The way out is unremarkable: switch to click-based bidding with a ceiling for the ramp-up phase, buy reach, collect conversions. Once enough have accumulated, switch back to conversion bidding. The important part is not switching too early, or the same cycle starts again.
